Access to food and sanitation for people in Ukraine

ADRA Slovakia was among the first humanitarian organizations to help people in Ukraine. During the first 6 months of the conflict we to Ukraine 17 trucks with 320 tonnes of humanitarian aid, providing access to food and hygiene supplies for more than 67,000 people in Ukraine. 

The new humanitarian aid project builds directly on existing activities and aims to Strengthen food security and improve access to basic sanitation for some 23 760 vulnerable individuals (7 920 families and households) liberated Ukrainian cities, in areas with low access to some of the basic foodstuffs, as well as in places with limited access to food.

The material assistance takes the form of a family aid package containing 14 kg of non-perishable food and basic hygiene items. One aid package will cover the basic needs of a Ukrainian family of three for 2-3 weeks. 

Increasing food security and improving access to sanitation

We pack purchased food and toiletries in our packaging centre in Košice. The prepared packages are then loaded into trucks, which we send to our partner organisation ADRA in Ukraine. 

ADRA Ukraine's partner organisation regularly maps the needs of people in Ukraine, and passes on our help to those the most vulnerable groups - displaced people and their families liberated cities and food-insecure areas.

The project also includes post-distribution monitoring of beneficiaries, which verify the effectiveness of humanitarian aid.

Situation

Since the start of the war in Ukraine, the humanitarian situation in the country has worsened, with millions of people struggling to access food aid that is scarce or non-existent. 

The UN estimates that more than 12 million people in Ukraine are already in need of food and livelihood assistance. According to WFP surveys, up to one-third of households have inadequate access to food and their ability to maintain adequate levels of nutritional consumption is declining sharply. Households primarily obtain food by buying from shops and paying cash from their own resources, but more than a third of people have no income or depend on external financial assistance. As many as one in four households have to borrow cash and up to a third of people have had to leave valuables in their homes to flee. More than one-third of people have had to reduce their daily food consumption since the war began. 

Those most at risk are those who have become separated from their loved ones and from their usual circle of contacts. Estimates speak of more than 10 million internally displaced persons who, for security reasons, have had to move to other places within Ukraine, where they live in alternative accommodation and often in makeshift conditions. The prices of both food and non-food goods are rising steadily, and the purchasing power of the majority of the population is deteriorating by the day. Some of the people affected by the war are receiving multi-purpose cash assistance through foreign humanitarian organisations, but this is of limited use, as commodity prices are rising steadily and access to basic goods is lacking in some places.

The project „Strengthening Access to Basic Food and Sanitation for the Most Vulnerable Population in Ukraine,“ 8/2022 - 4/2023, is implemented with funds from the Official development assistance of the Slovak Republic.

Public procurement

The contract under Section 1(14) of the Public Procurement Act: „Supply of food and hygiene supplies for humanitarian aid packages“, for which a market survey was carried out to determine the estimated value of the contract and the implementation of the contract, was evaluated on the basis of the criterion - lowest price including VAT. Each part of the contract was evaluated separately.

The contract pursuant to Section 1(14) of the Public Procurement Act: „Supply of printed boxes“, for which a market survey was carried out to determine the estimated value of the contract and the implementation of the contract, was evaluated on the basis of the criterion - lowest price including VAT.

ADRA is implementing a project Strengthening access to basic food and sanitation for the most vulnerable in Ukraine (SAMRS/2022/HUM/2/UA/1/5) which is financed by the Official Development Assistance of the Slovak Republic, SlovakAid.

ADRA, as the contracting authority, publishes an invitation to submit a binding tender under a market survey to determine the TOR and for the purpose of implementing the contract entitled Delivery of food and hygiene supplies to humanitarian aid packagesin accordance with the principles Act 343/2015 Coll. on public procurement.

The tenderer (contractor) may submit a tender for either or both parts of the contract.

The tenderer (supplier) must be authorised to supply the goods and services which are the subject of the market survey.

Invitation to submit a binding quotation - publication 22.8.2022

ADRA is implementing a project Strengthening access to basic food and sanitation for the most vulnerable in Ukraine (SAMRS/2022/HUM/2/UA/1/5), funded by the Official Development Assistance of the Slovak Republic.

ADRA, as the contracting authority, publishes a call for binding quotations within the framework of a market survey for the determination of the TOR and for the purpose of the execution of the contract entitled „Delivery of printed boxes“ in accordance with the principles Act 343/2015 Coll. on public procurement.

The tenderer (supplier) must be authorised to supply the goods and services which are the subject of the market survey.
